The state insurer of last resort, Citizens Property Insurance, is reducing its policy count by offering tens of thousands of policies to private insurers. The process, called depopulation, allows insurance companies to cherry-pick Citizens policies. However, some homeowners are concerned about the increases in premiums, which they believe could price them out of their homes.
