The first mention of incorporating New Port Richey was in 1920, with residents expressing concerns about potential tax increases. Despite recurring issues like lack of law enforcement, muddy streets, and pigs in town, residents were hesitant about incorporation. In 1923, Dr. Elroy Avery proposed a commission-manager form of government, and local businessmen later voted in favor of incorporation. Subsequent to the vote, Elroy Avery was elected mayor. Today, New Port Richey still has a commission-manager form of government.
