Pasco County Approves Major Expansion for Two Rivers Development Along State Road 56

Pasco County commissioners have given the green light to a significant expansion of the Two Rivers master-planned community located along State Road 56 in eastern Pasco. This decision, achieved through a comprehensive plan amendment and rezoning of the 3,405-acre site, introduces new residential and commercial entitlements that support a proposed 35-acre surf park development. While initial reports suggested substantial increases in housing units, detailed analysis reveals only a modest net gain of 147 total residential units after accounting for prior land-use conversions. The updated plan notably more than doubles retail space from 630,000 to 1.34 million square feet while maintaining existing allocations for office and light industrial uses. Additional amenities include a 300-bed assisted living facility, 480 hotel rooms, and the surf park itself, which developers envision as a regional lifestyle destination. Traffic concerns raised by residents and commissioners were addressed through commitments from both the developer and FDOT to expand road capacity in key corridors over the coming years.
