The New Port Richey Police Department has arrested a suspect, Byram Washington, who is accused of illegally dumping over 120 yards of furniture and storm debris on private property. The suspect allegedly charged residents $1,500 per load for the debris removal, without permission to dump the items on the victim’s property.
