A dead Rottweiler was discovered partially inside a trash bag on a neighborhood street in Wesley Chapel. The smell of decay has bothered neighbors for days, but Animal Control has not yet removed the body. The dog’s identity is unclear, and authorities have not yet started an animal cruelty investigation.
